The Honorable Rose Gottemoeller is the Under Secretary for Arms Control and International Security in the US Department of State. She will discuss the status of the New START treaty, and the challenges to further reductions in nuclear arms in view of the deteriorating US-Russian relations. She will also speak about the on-going P-5 efforts in implementing the NPT Action Plan.
